The Register of Diplomatic Relations records the principal governments and autonomous polities with which the Galactic Empire maintains a continuing constitutional, treaty or diplomatic relationship. It distinguishes between Imperial client states, Allied Regions, chartered authorities and independent foreign powers.
The register does not itself create sovereignty, autonomy or representation. Those matters arise from the Imperial Charter, acts of the Imperial Government and the individual compact, treaty or charter governing each polity.
Imperial client states preserve their own domestic governments but acknowledge Imperial paramountcy in foreign relations, interstellar defence and the other matters reserved by compact. Because they remain associated with the Imperial territorial system, their citizens participate in Senate representation through the sector in which the client state lies.
Allied Regions are historic autonomous associations joined to the central galactic government without ordinary incorporation. They are not governed as sectors, do not elect voting sector senators and communicate with Coruscant through their own governments, High Commissioners and any observers authorized by compact.
Chartered authorities exercise public powers delegated by Imperial charter. They are neither foreign sovereigns nor ordinary civil administrations. Independent foreign powers remain outside Imperial sovereignty and deal with the Empire through ordinary diplomacy, whether relations are friendly, limited or hostile.
Client statehood permits the Empire to preserve established governments and regional traditions while maintaining a single strategic and diplomatic order. Each compact is different, but none grants the client an independent right to wage war, conclude external alliances against Imperial policy or obstruct lawful Imperial defence requirements.

SealThe Commonwealth was founded during the Clone Wars after Republic Intelligence officer Vittorio Ismene led a mercenary campaign through the Separatist-held Bryx Sector, seized Anzat and overthrew the Anzat Order. Ismene was raised as Sovereign, founding House Ismene and establishing a government in which Anzati and the sector's other sapient peoples could participate.
The Sovereign serves as head of state, the Chancellor directs the elected government, the Lord Protector commands Commonwealth forces, and the Anzatan Privy Council, Royal Anzatan Parliament and Anzatan High Inquisition exercise the Commonwealth's executive, legislative and judicial functions. The Empire directs external relations and interstellar defence under compact, while the Commonwealth retains civil law, succession, local security and domestic administration. Its citizens participate in Imperial representation through the Bryx Sector.

SealThe Centrality retains a regional government suited to its dispersed Outer Rim systems, local commercial networks and distinct political identity. Its compact preserves control of domestic administration, taxation, civil development and locally raised security forces while placing external diplomacy and strategic defence within the Imperial framework.
The Ministry of Diplomacy administers the compact alongside Interior and Commerce. Centrality institutions may negotiate local commercial arrangements within delegated limits, but treaties, military alliances and relations with foreign governments remain Imperial responsibilities. Senate participation is exercised through the Centrality sector rather than through a separate client-state delegation.

SealThe Cronese Mandate preserves the ancient Cronese monarchy and the authority of the House of Cron. The polity was formerly styled the Kingdom of Cron; the modern name reflects the wider constitutional settlement through which the Crown and the other worlds of the Mandate are governed and represented.
The King governs internal dynastic and civil affairs according to Cronese law, while the Empire retains responsibility for foreign relations, interstellar defence and sector-wide strategic administration. The arrangement recognizes the modern political divisions of Tion space and does not subordinate the neighboring Tionese sectors to the Cronese Crown.

SealThe surviving Tion Hegemony is the reduced successor of an ancient Tionese power, not a union of every Tionese sector. It retains its aristocratic institutions, historic titles and domestic authority within the sector that bears its name. The adjacent Allied Tion sector is an ordinary Imperial sector and is not governed by the Hegemony.
The compact secures Tionese allegiance while reserving external relations and strategic defence to the Empire. Local institutions administer civil law, cultural affairs and internal development. Sector representation gives the Hegemony's citizens a place within the Imperial Senate without treating the client government itself as a separate sovereign equal to the Empire.

SealThe Confederation preserves the authority of the Falleen royal house and the councils through which the principal clans govern their common affairs. Its client compact recognizes Falleen law, ceremony, clan jurisdiction and domestic administration while integrating the polity into the strategic order of the Doldur Sector.
Imperial officials do not replace the Confederation's internal authorities. Diplomacy manages the compact, Interior coordinates matters affecting the wider sector, and Justice handles questions of Imperial law. The Crown may regulate local security and internal commerce, but foreign relations and interstellar defence remain reserved to the Empire.

SealZygerria entered the Imperial order after the Clone Wars had destroyed the old queen's regime and left the kingdom politically dependent upon outside patrons. The Imperial settlement restored a Zygerrian crown and domestic government while permanently prohibiting slavery, sapient trafficking and the revival of the commercial system upon which the former regime depended.
The kingdom administers its civil institutions, cultural affairs and local economy under Imperial law and treaty supervision. The Empire controls external relations and strategic defence, guarantees the abolition settlement and coordinates the kingdom through the Chorlian Sector. Zygerria's status recognizes a surviving national identity without excusing the crimes of its former order.
Allied Regions preserve a greater degree of constitutional separation than client states. Their peoples owe the obligations stated in their compacts, but are not represented as ordinary sector populations and are not subject to routine administration by a Moff unless the compact expressly provides otherwise.

SealThe Ktilac Regions are governed as a confederacy in which each of the three constituent peoples administers sixty-three systems. Their compact preserves a deliberately isolationist religious and cultural order while maintaining association with the Empire.
Only designated systems are ordinarily open to outsiders. Navigation, trade and official contact are conducted through agreed ports and accredited representatives. The Empire guarantees the Region's protected status and expects compliance with the limited external obligations stated in the compact.

SealBothan Space retains its regional councils, clan-based institutions and extensive control over domestic government. Its association with the Empire rests upon negotiated obligations concerning commerce, navigation, security cooperation and the prevention of hostile use of Bothan territory.
The compact does not transform Bothan Space into an Imperial sector or give Coruscant general authority over its internal politics. Disputes are addressed through the Ministry and the accredited Bothan mission rather than through ordinary sector administration.

SealThe Botor Enclave preserves the autonomous institutions of the Botori and its historic jurisdiction over a compact group of systems. Its relationship with the central galactic government long predates the Empire.
The compact recognizes the Enclave's internal government while requiring that its ancient conflict with the neighboring Daupherm Planet States not endanger surrounding systems or interstellar commerce. Imperial mediation and containment are invoked when local hostilities threaten to escape their customary limits.

SealNouane retains its historic status as an autonomous region associated with the central galactic government. Its compact protects local institutions and limits Imperial intervention to the matters expressly entrusted to the Empire.
The Ministry maintains relations through an accredited mission and periodic compact conferences. Trade, navigation, judicial assistance and security consultation may be extensive, but they do not convert Nouane into an Imperial territorial administration.

SealThe Ollonir Boundaries retain the limited powers that survived the consolidation of most ancient Allied Regions into ordinary sectors. Their government administers domestic affairs and represents the constituent systems collectively in relations with the Empire.
The Ministry treats the Boundaries as a constitutional associate rather than a foreign sovereign or Imperial client. Their compact defines access, commerce, mutual assistance and the peaceful settlement of boundary questions.

SealThe Corporate Sector Authority exercises governmental, regulatory and commercial powers delegated by Imperial charter. It is not a sovereign foreign state and does not possess inherent authority independent of the charter, but its unusual corporate constitution distinguishes it from an ordinary sector administration.
Commerce supervises the economic and chartered dimensions of the relationship, while Diplomacy manages external agreements, access arrangements and contacts that engage the Empire's foreign policy. Imperial law and the charter define the limits of Authority security forces, courts, taxation and commercial privilege.

The Hapes Consortium is a sovereign regional power beyond Imperial jurisdiction. Its internal order, isolationist traditions and control of the Hapes Cluster are recognized as matters of Hapan sovereignty.
Relations proceed through ordinary diplomacy, carefully negotiated access and limited agreements concerning commerce, navigation and mutual concerns. The Empire does not classify Hapes as an ally, client state or Allied Region, and Hapan subjects do not participate in Imperial representation.

SealThe Atrisian Commonwealth preserves an old and highly ceremonial state tradition centred upon the Atrisian monarchy and its civil institutions. The Empire recognises the Commonwealth as an independent power rather than an internal constitutional settlement.
Relations are conducted through resident diplomacy, trade agreements and cultural exchange. Atrisian law and succession remain matters of Commonwealth sovereignty, while bilateral treaties govern navigation, commerce and the treatment of each government's citizens.

SealHutt Space remains outside Imperial sovereignty and is governed through competing kajidics and clan authorities. The Empire maintains diplomatic channels to manage borders, prisoner exchanges, navigation incidents and formal demands, but does not treat the conduct of the ruling cartels as lawful merely because they control territory.
Imperial policy distinguishes the populations of Hutt Space from the criminal enterprises tolerated or directed by its rulers. Cooperation with individual Hutt authorities remains possible when they suppress piracy, extradite wanted offenders and honor binding agreements.

SealThe Ministry possesses credible but incomplete information concerning an organized Chiss state in the Unknown Regions. Limited contacts and intelligence reporting are sufficient to justify a formal diplomatic file, but not to claim comprehensive knowledge of its territory, institutions or intentions.
The Empire therefore avoids publishing conjecture as fact. Contact is handled cautiously through authorized channels, with the Ministries of Diplomacy, Science and Imperial Intelligence maintaining separate responsibilities for negotiation, exploration and assessment.
The Corellian Republic and Mandalorian Space are not entries in the foreign register. Each is part of the Galactic Empire and subject to Imperial sovereignty while retaining a distinctive internal constitution.
Corellia's republican institutions and Diktat govern domestic affairs under compact, while Mandalorian government and custom continue under an autonomy settlement. Their citizens participate in Imperial government through the applicable sector representation, and their relations with Coruscant are administered principally by the Ministry of the Interior.
Diplomacy becomes involved only where an internal settlement is affected by an external treaty, foreign mission or international negotiation. Domestic autonomy does not convert any of these territories into a client or foreign state.
